Introduction:
Esteemed Founder, Caretakers and Council
of Cybertown:
As a committee formed through Club BYTE
THIS! owned by Webbum and SalvationPout, we offer for your consideration
a proposal revising the awarding of the designation of Honored Titles,
specifically Templar and above.
Many citizens have expressed a desire to
have:
1) A more objective procedure
2) A more timely procedure
3) An efficient way of celebrating the
Honored Titles and a clear understanding of when they will be
delivered
4) An exact definition of what constitutes
'valuable contribution'
We appreciate your consideration of our
fact gathering and research. Additionally, we offer these suggestions
to you with the complete understanding that you have the freedom to accept
and implement any or all of these proposal points at your discretion.
The Proposal:
N.B.: Elder requirements remain
as currently awarded. The following is specific to awarding of the Templar
title and higher applications only.
We propose for Templar titles and higher
honors that there be:

One central application place for all titles
above Elder. The recipient of the Templar and above applications could
be the Mayor's Secretary or other Council designated secretary or individual.
It would then be up to him/her to delegate assignments to his own committee.
We suggest that committee be made up of two representatives from
each colony, approved by the Council.

The initial 'legwork' involved in the
application process would then be distributed to said committee. We
recommend a CD with tools and an Honored Citizen, with Templar or above
title (regardless of colony or city job) from each colony, join together
to form a committee to deal with applications, security checks, checking
immigration dates and experience, and interviewing references and endorsements.
The pair from each colony would then submit the names that meet
all basic requirements and through interviews have deemed the citizen worthy
of the award using established clear-cut guidelines. There could be cross
checking of requirements through committee members if and when a personal
issue is involved either favorably or unfavorably.

We submit that said committee be charged with
clear, unambiguous rules and regulations, so that the Templar and above
titles could then be received on a monthly or bimonthly basis with a twice
yearly celebration, honoring title recipients over the last six months.

We believe this monthly or bi-monthly list
should then be sent in to the Mayors secretary or designate and directly
to the Founder or designated Caretaker. We understand that the Council
may first need to give the lists another review or approval prior to sending
to the founder.

We feel that recipients of the honored
title should receive their honored status purely on merit and
exemplary performance within Cybertown utilizing the most objective
process possible where human beings are involved. It seems to us by having
a committee that is 'city'- based in its understandings and directed
by clear guidelines we may be able to achieve this.

In the event that any application is deemed
unsuitable by one pair after the interview, another pair will then also
examine the applicants. If there is still disagreement between these two
separate evaluation teams, then “a committee of the whole” of both
“teams” and the Mayor's Secretary will decide if the application (s) should
ultimately be sent to the Founder for a final decision.
The benefits of having a committee
of this type are offered in the expectation it will:
1) Free up the CL or designate and
Council from a mad rush every six months
2) Stop or reduce incessant questioning
of how far the process has gone individually
3) Help create and develop an understanding
that titles are not awarded solely for time and points
4) Reduce complaints of prejudicial
treatment
5) Reward an honored citizen promptly,
rather than delaying recognition 6 months less a day
6) Alleviate the founder from approving
over 300 titles at once, by reducing numbers to a more
manageable monthly
amount
7) This committee should be rotated
with new members every six months or once a year. ( 9 colonies, 18 members,
at present)
Honored Titled Requirements:
Basic requirements consist of those already
set out regarding, immigration date, experience points and clean security
record.

We believe requirements could change
consistent with the rewards system as is, i.e. most Templars have close
to 15,000 exp points when honored. Therefore, Templar requirement could
be two years and 15K, Wizard three years and 20K, etc. increasing each
requirement by 5000 exp. points to again alleviate confusion regarding
eligibility to apply.
As stated in City Awards requirements, “one
must have demonstrated valuable contributions to the city as a whole.”
Some indications of this would include
but not be limited to:

Loyalty to your colony of current employment
(longevity in one position with references if promoted elsewhere)

Loyalty, efforts, contributions, and
recommendations from city and non-political jobs

Positive attitude in trying to get things
done
-
Dealing with issues in a timely, effective
manner.

Good management skills.( as referenced
by your boss)
-
Attending City as well as Colony functions
(within reason of course)
-
Positive message board posts, offering new
ideas and suggestions, efforts to reduce controversy, de-escalation or
an attempt to do so on public boards.

Involvement in clubs or groups that promote
positive Cybertown activity, values and growth, help, teach
-
World Builder, or Object Creator
*please note all requirements would
NOT be applicable in all cases, but could be especially helpful as indicators
for those who no longer hold a city or colony job. The bias of the committee
should be to find reasons to MAKE the award.

Following the agreement and approval
of titles to be given out, The Founder (or Caretaker designate) would return
the accepted list to the Mayor's Secretary (or Council designate) for disbursement
of titles by the CL or by other designated city individual with appropriate
tools.

We also suggest that when a citizen is rejected
that they receive a letter explaining why they were not accepted:
perhaps explaining specific alternative actions, activities or involvement
in the city and colonies to establish valuable contribution.
They could re-apply for re-consideration after one to six additional months.
This could be done on a case-by-case basis.
The process for Removal of Titles would
remain
as already documented. Additionally, upon designation of new
titles, previously conferred honored titles could then be removed with
the assumption that in order to reach Templar, Wizard or above, one has
already met the challenges of each step in the process. The names
could certainly remain on an honored list of Title winners, if that is
seen as a benefit to the city, or site usefulness.

work with the Founder, City Council, Colony Leadership and Caretakers toward
a single common goal: to continue to make CYBERTOWN the
BEST it can possibly be.
